Waller County is contiguous to Harris County, which is the 3rd largest county in the country. Waller County is growing at a rapid rate, leaving a lot of government offices struggling to keep up. If we do not take a proactive approach to this issue, Waller county will be in a rut of trying to catch up for years to come.
The sheriff’s office is a government office that must be proactive. Currently, the Waller County Sheriff’s Office is not implementing modern technology. As your Sheriff, I will work with our staff to create policies and procedures to implement the use of technology throughout the Sheriff’s Office. This will include but not limited to, in-car computers, better audio/video systems for in-car and on body use, updated dispatch systems to link with in-car systems for all first responders and advanced technology for issuing citations by the officers. With modern technology, our staff can perform their duties safer, more efficient and with better accountability. This will create a more productive and enjoyable place to work.
Law enforcement is considered a professional career and with any professional career, continued training and education is a must. As your Sheriff, I believe training is imperative to every deputy to safely and effectively perform their duties. The more training a deputy has the better they can make informed decisions in any given situation. Waller County is a large, diverse county and should have a well planned and detailed training program. I will work with our staff to create policies and procedures for a training schedule to help our deputies with advancement and certification requirements as well as incident specific training like, mental health, child abuse, family violence, animal control, and more. Waller county being an ever changing county, we see a wide range of different incidents. Within a 5 mile radius, you can go from modern big city, to rural farm/ranch. These areas will produce different mentalities and demographics. Our deputies need to be trained in all on them to better serve and protect our community.
Over the past few years there have been several incidents by which the community became upset with the current sheriff’s office. Not for what the Waller County Sheriff’s Office did wrong, but how the office handled these incidents. As your Sheriff, I will ensure the citizens have accurate and up to date information on all matters more especially, the important matters involving the sheriff’s office. I believe transparency cannot be achieved with delay, and trust cannot be given without information. As there will be times we cannot release all the information due to the type of incident or investigation, we will keep you informed on the who, what, when, where, why, and how the best we can throughout the process. As your sheriff, our team will work to create an interactive website for the residents to receive and give information, forms for residents to fill out for comments, compliments and if needed complaints. Out of town or close patrol forms so our deputies can keep a better eye on your home or business while you are away. These are all programs that will help regain your trust and show the residents we are an open and transparent office.
As your Sheriff, I would like to address the professional image our department displays to our community. Currently, we have several different types of uniforms as well as several different types of patrol vehicles. I would like to implement consistency from our uniforms to our vehicles. Setting a professional image helps deter criminals as well as instill confidence in our deputies. Having recognizable uniforms and patrol vehicles in the community will help make our citizens feel safe and comfortable. Not only the visual image, but the commutative image is important. With proper training, policies and procedures, I am confident we will have the most informed and professional deputies in the office. We want our deputies to be able to help when on scene, not just take a few notes and refer it to the office. Our deputies will be reminded, they are there to protect and serve the residents. Competitive Pay scale is important for retaining professional deputies. Turn over is not only taxing on the residents, it is also difficult on the office. With turn over, the shifts will always be short staffed, the administrators will have more paperwork, and the supervisors will be focused on new deputy training and not current or advance training. With the implementation of our full platform, we will create outside revenue for the sheriffs office. This will keep us from needing to ask the commissioners court for a larger budget. Part of our platform is to utilize grants and programs throughout the country. There are many programs that are already funded to help with the purchase of new equipment, uniforms, vehicles and more. Yes, there are guidelines and restrictions attached, but I am again confident, our staff will be qualified enough to make an informed decision on the pros vs the cons of the different grants and programs to best benefit Waller County.
As your sheriff, I will work with our staff to create policy on how we are hiring and promoting our officers. Currently, the citizens of Waller County may not have the best men and women in our department protecting our community. The current hiring process of the “good ole boys” cannot stand. I will implement a proven hiring process to include testing for supervisors and a balanced shift rotation. This will ensure the best person is placed in each position throughout the office increasing the feeling of safety and comfort in our community. We will have a multi step hiring process, where several members of our staff will get a chance to review and evaluate a potential applicants.
Updated policies and procedures for the office are needed to better protect and serve all who live, work and travel in Waller County. As your sheriff, it is my job to maintain the safety of our citizens, officers and inmates. Their safety will increase with better training, updated policy and modern technology.
